Should Andrea Yates husband or doctor been charged?

Man thats a hard one, I know that when my husband sees that I'm stressed or tired, he always steps in and helps with the kids. So its seems to me that her husband would have noticed something wasn't right. But who thinks that a mother would actually kill her kids, thats really hard to imagine.
