Why did Russia promise Equality and Fairness to the People Then Turn on them?

95% of Russia is crime riden, and dangerous. Russia took control with their govt over the people and promised them life would be good for all poor. Only now if you don't work - you don't get food from the govt. They don't have a welfare system like America does to help the needy. Is that what we will get eventually? Since Obama's mother was in love with Russia and their policies and even took a Russian cl during the COLD WAR. Is Obama just like her?
